No, and it never will be unless all versions of Android become updateable/upgradeable
(It is a bit like a whole lot of W95 PCs still being in operation. But at least with those PCs you can install something like Linux. I am not sure what I can do with my mobile which is stuck on Android 2.x other than bin it)
